Hm, if I remember correctly, you get a call from Otis about the gun store owner. So no, he shouldn't be there in an early game. Did you meet Brad in the food court before you went to the gun store? If not and you went straight to the gun store instantly before 3. Then the boss should not be there.
He isn't on the PC version i can confirm personally. Maybe you were just slow or met Brad. Gonna have to kill a bunch of cop zombies, grab their guns and use them on him.
